Improved water resources management
in Palestine: a cornerstone for the future in the Middle East
The course entitled Improved water resources management in Palestine:
a keystone for the future in the Middle East is an initiative included
within the framework of the Wings of the Dove program, which is part of
the New Italian Initiatives for the Middle East program set up between
the Italian Ministry of Foreign Affairs and Italian regional, provincial
and municipal governments. The course is funded by the International Training
Center-International Labor Office (ITC-ILO) and the Fondazione Cariplo;
the Project Leader is the City of Como. The responsibilities for technical
training and relationships with project partners are coordinated by Landau
Network-Centro Volta (LNCV) and HYDROAID, which cooperate on water policy
topics as set forth in the outline agreement signed in March 2005.
The project is a positive sign of technical cooperation between the
Palestinian Water Authority (PWA) and the Yarqon River Authority following
statements issued at a trilateral meeting in Sede Boquer, Israel, in
March 2004 organized by the Italian Embassy, Ben Gurion University,
the LNCV, and the PWA, and at a multilateral forum in Como in November
2004 organized by the LNCV, the Italian Cooperation and the FAO.
The project’s objectives are consistent with Italy’s foreign
policy of proposing the Italy System to countries bordering the Mediterranean
as an advanced model of water resources management.
Specific project objectives
Offering technical, administrative, organization
and legislative tools for water resources management in urban areas
and throughout the Yarqon basin
Fostering long-term management of regional water
resources through dialogue and adoption of shared instruments, the
creation of a basin authority to facilitate the transactional management
of water resources and to protect the environment and accommodate
social and economic development
Addressing issues relevant to a coordinated, joint
drafting of a Yarqon River basin master management plan and the
related transitional steps for implementing it
