One of the biggest problems that the brazilian municipalities have to deal is related to the deficiency of the actions of sanitation, mainly in management of waters and solid residues, this fact can be evidenced in the municipalities which compose the Recife Metropolitan region. This shows the inefficiency of priority in governmental actions in the management of urban pluvial waters , once that the floods and inundantions became a recurrent fact, having as one of the main factors the great amount of urban residues that came to the draining system, in addition to the blockage in the drainage of pluvial waters.

dear Fatima, this is a problem of utmost importance! Unfortunatly the situation is awful in most of the countries of the world and especially in Africa and South East Asia. Referring to international bibliography, more then 5.000.000 persons, mainly children and infants, dies annually because of water borne deseases. Due to pollution phenomena, water quality is becoming one of the central factor of water scarsity. This means that hydrology and clima are not anymore the only limitant factor for the development but also the inadeguate water cycle management. More efforts should put to solve the problem. Technically the solution exists; politically speaking, in several disadvantages countries the legal and administrative instruments to manage the environmental resources do not exist. This the point from which to start to assure a future to the new generation. Working as Hydroaid with Brasil these last several years, I could assist to a revolutionary programme of environmental qualification. I could witness also the courage to face the problem, the human energy put in the programme, the huge investment of the government and, last but not least, tangible results. Naturally a lot of work has to be done still to achieve an effective improvement of the quality of life of the population, but the brasilian experience could serve as reference for a lot of countries that want to play the chance of development
